For Owners & COA Requirements

This website provides a secure, owner-only portal to share Rose COA governing documents, financial reports, and meeting minutes, as required by Florida law. Key site features include community pages, contact forms, and a calendar of events.

Core Functional Requirements

Features of this website:

  • Security & Access: A password-protected area for owners to access private documents, while keeping sensitive info, such as owner contact details, redacted or restricted.
  • Document Repository: Access to Bylaws, Covenants, Conditions, and Restrictions (CC&Rs), meeting minutes, and financial reports.
  • Functional Tools: Online payment portals, maintenance request forms, and amenity booking systems.
  • Communication: A community calendar, directory, and FAQ section.
  • Mobile Compatibility: This site can be accessed and is fully functional on modern smartphones and tablets.

Legal and Technical Requirements

  • State Compliance: Florida has mandatory website laws for it's over 100+ parcels. As of January 1, 2025, HOAs with 100 or more parcels must maintain a website or mobile app for official records. Condominium associations (COAs) with 25 or more units must have a compliant website by January 1, 2026.
  • Ownership: HOAs and COAs must own and control the domain and website, even if a third party manages it.
  • Maintenance: Regularly updated content, including updated financial statements and, in some cases, vendor contracts and insurance policies.
  • Privacy: Adherence to data protection to prevent the release of private homeowner information.

Mandatory Document Requirements

The following documents will be posted in a secure, member-only area:

  • Governing Documents: Articles of Incorporation, Bylaws, Declaration of Covenants (CC&Rs), and all amendments.
  • Financial Records: Annual budgets, monthly income/expense statements, and the most recent financial audits.
  • Meeting Materials: Notices and agendas for board and member meetings (often required 14 days in advance for members), plus meeting minutes.
  • Contracts & Bids: A list of current executory contracts and bids received within the past year for equipment or services.
  • Insurance: Current insurance policies held by the association.

Future Website Features

  • Board Contact Info: Current contact details for the board of directors and management company.
  • Announcements: A bulletin board for urgent community notices.
  • Community Calendar: Tracking board meetings, social events, and scheduled maintenance.
